PART I – Perspectives on the Future of Internet Governance (panel – 30 min)

In June 2019, the High-Level Panel on Digital Cooperation (digitalcooperation.org) presented its report titled “The Age of Digital Interdependence” where it illustrates the interconnected nature of digital technology and its impact on policy and offers five recommendations to favor our common digital future.

This group — HLPDC — was established by the UN Secretary General in 2018 to help provide solutions on how global society should deal with the challenges and opportunities afforded by new technologies.

The report this panel has prepared sets a valuable basis for the global discussion on which governance structures and mechanisms are the most appropriate for the future.

Latin America and the Caribbean cannot be absent from this debate which, among other issues, addresses the future of the Global Internet Governance Forum (IGF) and what its evolution should look like.

The purpose of this panel is to kickstart a debate —a debate that should continue even after the LACIGF meeting — for building capacity and critical mass in the region so that regional stakeholders will be able to make their voices heard in the global debate.

PART II – Perspectives on the Future of LACIGF (Keynote) + Open Microphone

An open consultation process on the present and future of LACIGF was initiated two months ago. This process has resulted in the recent publication of a report by Raúl Echeberría, where he presents the conclusions of the consultation, a diagnosis on the current reality of LACIGF, and recommendations on how to adapt LACIGF to the challenges of the moment.

The goals of this panel are to continue the discussion of the results presented in the report and to begin outlining future actions for implementing those changes that achieve greater consensus among the community.

Because the two parts of this session are strongly related, it is expected that both discussions will feed off each other.

Climate

The event will be held during the winter season, when the climate in La Paz is cold and dry, generally sunny with occasional rainfall during the day.

  • Average maximum temperature during the day: 17°C.
  • Average minimum temperature during the night: -2°C.

Some Useful Tips

  • To avoid the symptoms of altitude sickness, you can take “Sorojchi Pills.” This medicine prevents and alleviates the symptoms of altitude sickness and is available in pharmacies. Another option is to drink coca tea (mate de coca). We also recommend eating small portions and consuming plenty of liquids.
  • Wear sunscreen and use moisturizing cream.
  • Bring warm clothing.

Airport

El Alto International Airport (LPB) is the only airport serving the city of La Paz. It is located 30 kilometers from the event venue, Hotel Casa Grande.
