Tasks to Be Performed by the LACIGF Secretariat

  • Calling and coordinating the logistics for the Multistakeholder Committee meetings during the year:
    • At least one monthly meeting during the year.
    • At least one weekly meeting during the two months prior to the Annual Event (may be modified if agreed by the Multistakeholder Committee).
    • Recording the discussions and decisions of the Multistakeholder Committee (minutes / proceedings).
  • Annually convening the Stakeholders groups so they will draft their internal. processes to define their representatives to the Multistakeholder Committee
  • Coordinating the call for proposals from the Community for Agenda Topics and Intersessional Working Groups.
  • Providing information obtained from the call for proposals from the Community to the Multistakeholder Committee so they can define the Agenda Topics for the Annual Event.
  • Coordinating the Intersessional Working Group call for proposals.
  • Providing information obtained from the Intersessional Working Group call for proposals to the Multistakeholder Committee for their selection. 
  • Providing logistical support and following up on the Intersessional Working Groups’ annual activity agendas.
  • Coordinating the call for proposals for the host for the LACIGF Annual Event to be held the following year.
  • Providing information obtained from the call for proposals for the Annual Event host to the Multistakeholder Committee for their selection.
  • Coordinating meetings or additional information requests needed for the implementation of the selected proposal.
  • Calling for applicants for the Workshop Selection Committee.
  • Logistical coordination of the election to appoint members of the Workshop Selection Committee. 
  • Calling for Workshop proposals for the Annual Event.
  • Providing information obtained from the call for Workshop proposals for the Workshop Selection Committee to select the workshops (including coordination of the logistics involved in the unification of workshops, etc.).
  • Providing information about the workshops selected by the Workshop Selection Committee to the Multistakeholder Committee for the final definition of the Annual Event Agenda. 
  • Publishing the Annual Event Agenda on the LACIGF website and other official communication channels.
  • Coordinating the invitation of High-Level Representatives to the Event, under the direction of the Multistakeholder Committee.
  • Managing and updating the contents and proper technical operation of the LACIGF website (lacigf.org). 
  • Managing the mailing list (comunidad@lacigf.org), as well as sharing content, announcements, etc. relevant to the LACIGF community.
  • Managing LACIGF’s various social media accounts. 
  • Managing the Multistakeholder Committee mailing list (cm@lacigf.org), as well as sharing content, announcements, etc.
  • Managing the Workshop Selection Committee mailing list (cst@lacigf.org), as well as sharing content, announcements, etc.
  • Producing and managing the call for applications for a fellowship to attend the Annual Event if the event is set to take place in person.
  • Providing information obtained from the call for applications for a fellowship to attend the Annual Event to the Multistakeholder Committee so they can proceed to select fellowship recipients.
  • Announcement of the Fellows.
  • Coordinating logistics with the Annual Event host. 
  • Coordinating travel and accommodation for the Fellows attending the Annual Event.
  • Coordinating with the Government of the host‘s country and with relevant international organizations to formally invite other Governments or international organization representatives.
  • Coordinating communications with Youth IGF and NRIs for their integration in the Annual Event Agenda.
  • Managing the LACIGF bank account.
  • Compiling the reports prepared by the rapporteurs as well as the final report on the Annual Event to present to the Multistakeholder Committee and the Global IGF.
  • Coordinating the involvement of LACIGF in the different initiatives that are part of the internet governance ecosystem and global digital cooperation, as necessary.
  • Managing the identification of sources of funding and fundraising for the Trust Fund
  • Managing the Trust Fund.
  • Managing payments to suppliers.
  • Preparing a financial report after the Annual Event or at the request of the Multistakeholder Committee explaining the management of the Trust Fund.

Criteria for the selection of the LACIGF Secretariat

General Criteria for the Evaluation of Proposals:

  • Legal entity: The organization must be legally incorporated in a Latin American or Caribbean country1.
  • Subject matter knowledge: Verifiable experience in the issues and processes of the Latin American and Caribbean Internet Governance ecosystem.
  • Relationships: Demonstrate regional recognition by means of a network of relationships of the organization or of the individuals it comprises that will allow the organization to meet the objectives of LACIGF2.
  • Experience: Demonstrable track record of the organization or its members in the production of events and working on the matter with different actors.
  • Objectivity and impartiality: Applicants must prove their ability to work in a balanced way and in collaboration with all sectors and stakeholders.
  • Operation: The organization must prove its ability to efficiently receive and make international payments in various currencies.
  • Administrative management: The organization must be capable of managing resources transparently and preparing budgets and financial reports for their approval by the Multistakeholder Committee.
  • Ability to operate in different languages: The organization must have the ability to perform its functions, produce documents and communicate, at least, in Spanish, English, and Portuguese.
  1. In cases where it is merited, an organization legally incorporated outside the region may be considered, provided that the organization has presence and works in LAC.  

  2. For the purpose of mobilizing resources, diversifying stakeholder participation, increasing event participation, establishing strategic collaborations, among others. 

Contractual Terms for the LACIGF Secretariat

  • The proposal submitted by an organization must include the annual cost for performance of the tasks defined, which do not include the logistical aspects of the annual event, fellowships, etc.
  • The organization may propose different mechanisms to cover the annual cost of their work (fixed payments, working on commission, a hybrid model, etc.).
  • An agreement will be signed for a one-year term, automatically renewable for succeeding one-year terms for a maximum of 3 years.
  • This agreement will be reviewed annually to assess whether the stated objectives have been achieved and decide on the continuity of the Secretariat.
  • The Secretariat must at all times abide by the LACIGF Bylaws and the decisions and instructions it receives from the Multistakeholder Committee.
  • In the event of poor performance (lack of transparency, lack of neutrality, poor results, etc.), the Multistakeholder Committee may decide to terminate the agreement with the Secretariat prior to its expiration date.
